An OPA/ZBA must show that the site can work

An Official Plan Amendment (OPA) or Zoning By-law Amendment (ZBA) changes what land can hold. The application may request a different land use, increased density, new building height, revised setbacks, or a site-specific zoning exception.

However, policy and zoning changes are not considered in isolation. City of Ottawa Planning staff, Planning and Housing Committee, and City Council need to understand whether the proposed development can function on the property.

That is why civil engineering drawings are an important part of the zoning package.

A complete civil package helps demonstrate that the proposal can address:

  • Access and right-of-way requirements
  • Road widening and property limits
  • Water, sanitary, and storm servicing
  • Site grading and drainage
  • Stormwater quantity and quality control
  • Parking, loading, and fire access areas
  • Overland flow and safe discharge routes
  • Conservation Authority and environmental constraints
  • Future Site Plan Control and building permit requirements

Early engineering input does not replace the planning rationale or architectural concept. It supports them with practical, coordinated site information.

Ottawa’s OPA/ZBA review framework

The City of Ottawa reviews OPA/ZBA applications against the City of Ottawa Official Plan, the applicable zoning framework, and other municipal standards.

For zoning review, the application may need to address Zoning By-law 2008-250, including applicable site-specific zoning exceptions and performance standards. Applicants should confirm the applicable in-force provisions and transition requirements with the City before filing.

An OPA may be needed when a proposal does not conform to the Official Plan. A ZBA may be required when the proposal does not comply with the zoning designation or standards. Some projects require both applications.

Pre-consultation with the City is expected before filing. Ottawa’s pre-application process helps identify the studies, plans, and supporting documents required for a complete submission. The City’s Study and Plan Identification List is a useful reference, but the project-specific requirements should be confirmed during consultation.

After submission, City Planning staff coordinate technical review and prepare recommendations. The application may then proceed to Planning and Housing Committee and City Council. A clear civil package gives staff and decision-makers a reliable basis for understanding the site.

Coordinate the civil package with the planning rationale

The planning rationale or planning justification report explains why the requested OPA/ZBA is appropriate. It is normally prepared by the applicant’s planner, with input from the architect and other consultants.

Civil information should support the same development story.

For example, if the planning rationale proposes increased residential density, the civil package should help explain:

  • Where buildings and blocks can be located
  • How vehicles, pedestrians, and emergency services will access the site
  • How water and sanitary services can be extended
  • How stormwater can be managed
  • How grading can connect to surrounding lands and roads
  • Whether parking, loading, and servicing areas are practical
  • Whether road widening or right-of-way dedication affects the layout

This is strong coordination. It prevents the planning report from describing a concept that cannot be serviced, graded, or accessed without major revisions.

The five core civil documents

The exact submission requirements depend on the site and the City’s pre-consultation direction. A typical OPA/ZBA package may include the following civil documents.

1. Functional Servicing Report

A Functional Servicing Report evaluates whether the proposed development can be supported by available infrastructure.

At the zoning stage, the report generally addresses:

  • Existing and proposed water servicing
  • Sanitary servicing capacity and connection routes
  • Storm servicing opportunities
  • Required infrastructure upgrades
  • Preliminary demands and design assumptions
  • External works, easements, and municipal connections
  • Servicing constraints that may affect the concept

The report does not always need to contain final construction design. It must provide enough information to show that the proposed land use and density are technically feasible.

A well-prepared report also identifies constraints early. This can prevent a rezoning concept from advancing before a major servicing issue is discovered.

2. Stormwater Management Report

A Stormwater Management Report explains how the proposed development will manage runoff.

At the OPA/ZBA stage, the stormwater strategy may be conceptual, but it should still address:

  • Pre-development and post-development drainage areas
  • Proposed runoff control approach
  • Allowable release rates
  • Storage requirements
  • Storm sewer or outlet opportunities
  • Overland flow routes
  • Water quality and treatment considerations
  • Low Impact Development measures, where applicable
  • Potential downstream or adjacent property impacts

The City may require more detailed stormwater design during Site Plan Control. Early engineering input should still establish whether the site has enough area and elevation difference for practical controls.

3. Site Servicing Plan

The Site Servicing Plan shows the preliminary route and connection of water, sanitary, and storm infrastructure.

A reviewer-friendly plan should identify:

  • Existing municipal services
  • Proposed service connections
  • Pipe routes and approximate sizes
  • Manholes, cleanouts, and control structures
  • Easements and utility corridors
  • Service crossings and conflicts
  • Connection points to municipal infrastructure
  • Relationship to buildings, parking, access, and grading

The plan should be coordinated with the Functional Servicing Report. It should not show a servicing route that conflicts with the proposed building footprint, road widening, loading area, or future site plan design.

4. Site Grading Plan or grading concept

The Site Grading Plan communicates how the site will drain and connect to its surroundings.

At the OPA/ZBA stage, the grading concept should demonstrate:

  • General site elevations
  • Building entrance relationships
  • Parking lot and driveway grades
  • Drainage direction
  • Swales, catchbasins, and storm connections
  • Emergency overland flow routes
  • Tie-ins to existing roads and adjacent properties
  • Preliminary flood or ponding considerations
  • Feasible transitions between proposed and existing grades

The objective is not to show every final construction detail. The objective is to establish buildable grading and confirm that the requested density and layout do not create an unworkable site.

5. Erosion and Sediment Control Plan

An ESC Plan may be required based on the site, scope, construction activities, and municipal or Conservation Authority direction.

The plan may show:

  • Construction access
  • Sediment control fencing
  • Mud mats or stabilized entrances
  • Temporary sediment traps
  • Protection of catchbasins
  • Stockpile controls
  • Construction-phase drainage
  • Protection of adjacent properties and watercourses

An ESC Plan also supports the transition from planning approval to construction. It demonstrates that temporary site conditions have been considered rather than deferred entirely to a later stage.

Show the site elements that affect approval

A civil package should not focus only on pipes and grades. The concept must also show how the site functions.

Important items include:

Access and right-of-way

The drawings should identify proposed access points, driveway connections, internal roads, turning areas, and potential conflicts with existing rights-of-way.

Where applicable, the package should flag:

  • Road widening requirements
  • Sightline limitations
  • Shared access arrangements
  • Municipal road allowances
  • Easements
  • Transit or active transportation interfaces
  • Emergency access requirements

Access issues discovered after zoning approval can result in redesign. They are more efficiently addressed before the application is filed.

Parking and loading

Parking and loading areas should be checked against the proposed building use, access geometry, grading, drainage, and servicing layout.

The civil concept should help confirm:

  • Parking aisle functionality
  • Accessible parking locations
  • Loading access
  • Fire route clearance
  • Snow storage opportunities
  • Drainage away from buildings and pedestrian routes

This coordination supports the later Ottawa site plan approval process.

Site layout and block configuration

For larger developments, the civil package should identify building blocks, internal roads, servicing corridors, stormwater facilities, and potential future phases.

For a subdivision, the concept may also need to support plan of subdivision conditions, block grading, road connections, and municipal infrastructure requirements.

For a severance or consent application, the civil review may focus on whether each proposed lot has practical access, grading, servicing, and drainage. The Severance / Consent Application Drawings should be coordinated with the planning and surveying teams.

Account for Conservation Authority and MECP requirements

Some Ottawa properties are located within regulated areas or near natural hazards, watercourses, wetlands, or other environmental features.

Depending on the site, consultation may be required with:

  • Rideau Valley Conservation Authority
  • Mississippi Valley Conservation Authority
  • South Nation Conservation

Conservation Authority requirements can affect setbacks, grading, stormwater outlets, erosion protection, and construction limits.

MECP requirements may also apply where relevant, including environmental approvals, water resources, sewage works, or other regulated activities. These matters should be identified during early review rather than after the civil concept is fixed.

Reviewer-friendly drawings reduce questions

A strong civil package is easy to navigate.

Each submission should include a clear drawing index and consistent sheet titles. Notes should explain assumptions, proposed connections, design limits, and items that will be finalized during Site Plan Control.

Reviewer-friendly drawings typically include:

  • Consistent north arrows and scales
  • Legible property and road limits
  • Existing and proposed elevations
  • Clear proposed versus existing linework
  • Referenced details and report sections
  • Consistent terminology across drawings and reports
  • Visible municipal comments incorporated into revisions
  • Notes identifying items requiring confirmation
  • A logical drawing order

Clear drawings do not guarantee approval. They do reduce avoidable questions and make it easier for reviewers to understand the proposal.

OPA/ZBA approval is not the final design stage

An approved OPA/ZBA establishes the planning and zoning framework. It does not usually replace detailed Site Plan Control review, building permit review, or construction documentation.

The project may still require:

  • Site Plan Control drawings
  • Detailed grading and servicing plans
  • Final Stormwater Management Report
  • Landscape and architectural coordination
  • Committee of Adjustment approval for minor variances or consent, where applicable
  • Plan of subdivision conditions
  • Building permit drawings
  • Construction review and approval support
