Bill 60 is now in effect. It is reshaping planning timelines, site plan reviews, development charges, and parts of the Construction Act across Ontario.
For developers, the takeaway is simple: timelines are tighter, and submissions need to be cleaner. Reliance Engineering brings 20+ years of approvals experience and operates under PEO Certificate of Authorization #100548882.
What Bill 60 Changes for 2026
Faster municipal timelines
Some notice and review periods are shorter (often 30 days to 15 days). Expect less flexibility for missing info. Your site grading plan needs to be permit-ready.
Site plan approvals: fewer extras, less patience
Municipalities have less room to request redundant studies on qualifying applications. The Province can also step in to keep approvals aligned with growth targets. Use the Site Plan Approval guide to avoid rework.
Development charges: more transparency
Bill 60 adds reporting requirements and allows the Province to request DC background studies and calculations. Build this into your pro forma earlier.
Construction Act updates (effective Jan 1, 2026)
Key change: a seven-day notice is now required before certain contract terminations. Tighten your contract admin.
What municipalities will still scrutinize
Faster process does not mean lower technical standards. Expect close review on:
- Functional Servicing Reports
- Stormwater Management Plans (including detention vs. LID)
- Erosion and Sediment Control Plans
Next step
If you are planning a 2026 project, start engineering early. A complete submission is the fastest submission.
