The asphalt may look new, but water will continue to collect if the catchbasins are not at functional low points, asphalt panels do not drain toward positive outlets, or the overland flow routes are blocked by curbs, walkways, landscaping, or snow storage.

Adjust catchbasins before placing new asphalt
