Official Plan Amendment (OPA) and Zoning By-law Amendment (ZBA) applications establish the planning framework for a proposed development. They may change a property’s land use designation, permitted use, density, height, setbacks, or other zoning standards.
These applications are often treated as planning exercises. That approach is incomplete.
A proposal may be acceptable in principle but still face serious municipal concerns if the site cannot be properly graded, serviced, drained, accessed, or connected to existing infrastructure. Early engineering input helps identify those constraints before the application becomes too advanced to change efficiently.
For developers across Ontario, OPA and ZBA drawings should demonstrate more than the proposed building envelope. They should show that the concept is practical, coordinated, and technically supportable.
OPA and ZBA Drawings Must Demonstrate Site Feasibility
Municipal reviewers need to understand how the proposed development will function on the property and relate to surrounding lands. Depending on the municipality and project scope, supporting drawings may include:

- Finished floor and entrance elevations
- Driveway and parking grades
- Swales and drainage routes
- Overland flow paths
- Retaining wall requirements

The objective is not to finalize every construction detail. It is to demonstrate buildable grading and avoid obvious drainage conflicts.

- Building Permit: Submit coordinated architectural, structural, mechanical, and building permit drawings, together with required civil information.
- Construction: Build from clear, coordinated, and approved documents.
