Commercial property development in Ontario depends on more than a strong architectural concept. A project must also demonstrate that the site can be graded, drained, serviced, accessed, and constructed in accordance with municipal requirements.

That is the purpose of a complete civil package.

A coordinated civil package helps property owners, developers, architects, builders, and planners address technical issues before they become approval conditions, redesigns, or construction delays. It connects the planning application to the final permit submission through clear drawings, practical design decisions, and consistent engineering information.

Start With Early Engineering Input

Civil engineering should begin before the building layout is finalized.

Early engineering input can identify:

  • Existing grading and drainage constraints
  • Available water, sanitary, and storm connections
  • Potential servicing capacity issues
  • Stormwater management requirements
  • Fire access and driveway grading concerns
  • Flooding or overland flow risks
  • Easements, rights-of-way, and municipal setbacks
  • The need for an OPA, ZBA, severance, or plan of subdivision

This review allows the project team to test practical concepts before significant design fees are committed. It also gives the architect and planner better information when preparing a development proposal.

A commercial concept that cannot be properly serviced or drained may require major changes later. Early civil review reduces that risk.

The Approval Sequence Must Be Coordinated

Commercial projects may require several approvals. The exact process depends on the municipality, property conditions, proposed use, and scope of development.

A typical sequence may include:

  1. Pre-consultation with the municipality
  2. Official Plan Amendment or Zoning By-law Amendment, where required
  3. Site Plan Approval
  4. Site Plan Agreement and related conditions
  5. Building permit application
  6. Construction and inspection coordination

The Ontario government identifies site plan control as a tool municipalities use to review site-specific matters such as vehicle and pedestrian access, walkways, lighting, landscaping, waste facilities, drainage, and exterior design. See the Ontario Site Plan Control Guide for general information.

Each stage must be based on the same project information. If the OPA/ZBA concept shows one building footprint, the Site Plan Approval drawings show another, and the building permit package shows different service connections, the municipality may treat the submission as incomplete or inconsistent.

Strong coordination is therefore not an administrative detail. It is a direct protection for the project schedule and budget.

What a Complete Civil Package Includes

A commercial development package is normally built around several coordinated drawings and reports.

Site Grading Plans

A Site Grading Plan establishes the proposed elevations, slopes, drainage routes, entrances, parking grades, and connections to surrounding lands.

A commercial grading plan should address:

  • Finished floor and entrance elevations
  • Parking lot and loading area grades
  • Driveway and accessible route slopes
  • Catchbasin and area drain locations
  • Swales and overland flow routes
  • Retaining wall coordination
  • Road, ditch, and storm system tie-ins
  • Protection of adjacent properties

Buildable grading is essential. A plan may appear acceptable on paper but still create construction problems if slopes, entrances, retaining walls, or drainage routes are not practical in the field.

Site Servicing Plans

Site Servicing Plans show how the property will connect to water, sanitary, and storm infrastructure.

They typically include:

  • Water service and fire protection connections
  • Sanitary laterals and maintenance access
  • Storm sewer connections and outlets
  • Pipe sizes, slopes, and inverts
  • Manholes, valves, chambers, and cleanouts
  • Existing service decommissioning
  • Utility and easement coordination
  • Municipal connection details

Commercial servicing must be coordinated with the building layout, fire route, parking, landscaping, grading, and underground utility requirements. A pipe route that conflicts with a foundation, retaining wall, or major landscape feature can create unnecessary redesign during construction.

Stormwater Management Reports

A Stormwater Management Report supports the site’s drainage strategy and demonstrates how runoff will be managed.

Depending on the property and municipality, the design may address:

  • Peak flow control
  • Stormwater quality treatment
  • Runoff volume
  • Underground storage
  • Infiltration or reuse opportunities
  • Storm sewer capacity
  • Safe major-system overland flow
  • Oil-grit separators or other treatment measures

Stormwater requirements should be considered early. Storage tanks, controls, outlets, and maintenance access can affect the building footprint, parking layout, grading, and construction cost.

Functional Servicing Reports

A Functional Servicing Report may be required for larger commercial, industrial, mixed-use, or intensification projects.

It helps demonstrate that the proposed development can be supported by available:

  • Water infrastructure
  • Sanitary sewer capacity
  • Storm drainage systems
  • Transportation and access connections
  • Municipal infrastructure

An FSR is particularly important when the project requires an OPA, ZBA, major redevelopment, or planning approval for a site with complex infrastructure constraints.

Erosion and Sediment Control Plans

An Erosion and Sediment Control Plan identifies temporary measures used during construction.

Typical measures may include:

  • Silt fencing
  • Stabilized construction entrances
  • Sediment traps
  • Inlet protection
  • Mud tracking controls
  • Temporary drainage measures
  • Construction sequencing notes

These controls protect municipal storm systems, neighbouring properties, and downstream water resources while the site is being altered.

Site Plan Approval Drawings Must Be Reviewer-Friendly

Site Plan Approval is where the proposed development is reviewed as a functioning site. The municipality must be able to understand how vehicles, pedestrians, drainage, utilities, waste storage, fire access, landscaping, and building areas work together.

Site Plan Approval Drawings should therefore be reviewer-friendly drawings. They should clearly show:

  • Building location and setbacks
  • Parking, loading, and circulation
  • Fire routes and access
  • Grading and drainage
  • Water, sanitary, and storm servicing
  • Stormwater management measures
  • Waste and servicing areas
  • Connections to municipal infrastructure
  • Construction notes and applicable details

Clear drawings make it easier for municipal reviewers to identify the proposed solution. They also give contractors and other consultants a reliable basis for detailed design.

OPA/ZBA Drawings Should Demonstrate Feasibility

A planning application may require an Official Plan Amendment or Zoning By-law Amendment when the proposed land use, density, height, building placement, or other planning standards do not conform to the existing framework.

At this stage, the civil design may be preliminary, but it still needs to be credible.

OPA/ZBA Drawings can demonstrate:

  • That the site can be graded
  • That access and circulation are practical
  • That water and sanitary servicing is feasible
  • That stormwater can be managed
  • That surrounding properties can be protected
  • That the concept can transition into Site Plan Approval

When searching for OPA ZBA drawings, owners should look for civil support that goes beyond a visual concept. The drawings should help answer the municipality’s technical questions before detailed design begins.

Where a commercial project forms part of a larger land assembly or development area, the civil team may also need to coordinate with a Plan of Subdivision or related land development process. For smaller property changes, Severance / Consent Application Drawings may be required.

Building Permit Drawings Must Match the Approved Design

Once planning and site plan requirements are addressed, the civil information must carry through to the building permit stage.

Building Permit Drawings may include:

  • Grading and drainage plans
  • Driveway and entrance details
  • Water and sanitary service layouts
  • Storm connections
  • Sump discharge and roof drainage coordination
  • Stormwater management notes
  • Erosion and sediment control notes
  • Municipal connection details
  • Civil construction notes

Permit-ready civil drawings must align with the approved Site Plan Approval submission and any Site Plan Agreement conditions. Differences in elevations, service locations, drainage outlets, or building footprints can create review comments and delay permit issuance.

The objective is not simply to produce more drawings. It is to produce one coordinated design that remains consistent from planning through construction.
