Tight urban lots in Ottawa leave little room for servicing errors. Existing water, sanitary, storm, gas, hydro, telecommunications, easements, mature trees, and neighbouring foundations often compete for the same narrow right-of-way.
A successful Ottawa site servicing plan must do more than show three pipes connecting to the municipal system. It must demonstrate a constructible routing with clear calculations, practical maintenance access, coordinated grades, and compliance with current City of Ottawa engineering standards and servicing criteria.

Start with an accurate existing services review
The first step is confirming what is already in the ground.
For a constrained infill or multiplex lot, the review should include:
- A current topographic and legal survey
- City record drawings and available servicing information
- Utility locates and field verification
- Existing water, sanitary, and storm connection locations
- Existing manholes, catchbasins, cleanouts, valves, and hydrants
- Easements, rights-of-way, road widenings, and utility corridors
- Adjacent building foundations and known private services
- Existing grades, driveway elevations, and drainage patterns
Record information is useful, but it may not show every private service or later modification. Field information must be compared with the survey and proposed building layout before pipe routing is finalized.
Existing services that will no longer be used should be identified with clear decommissioning notes. The plan should state whether a service is to be capped, removed, disconnected at the main, or abandoned in accordance with the City’s requirements. This prevents old connections from being mistaken for active infrastructure during construction.
Route water, sanitary, and storm connections around real constraints
On a narrow lot, the servicing plan must balance hydraulic requirements with construction access.
The design should show:
- Pipe sizes and materials
- Horizontal alignment and offsets
- Slopes and invert elevations
- Connection points to existing municipal infrastructure
- Manholes, catchbasins, cleanouts, valves, and chambers
- Horizontal and vertical separation between utilities
- Cover, insulation, and frost protection requirements
- Easement limits and access requirements
- Construction notes and applicable standard details
The route should remain accessible for installation, inspection, repair, and future maintenance. A pipe alignment that works on paper may not be practical if it runs beneath a footing, conflicts with shoring, crosses another service without sufficient separation, or leaves no room for a cleanout.
The City of Ottawa Servicing Study Guidelines require servicing studies to identify existing infrastructure, proposed connections, capacity considerations, design criteria, and the relationship between servicing and transportation, utilities, grading, and environmental constraints.
Water service sizing and tapping coordination
Water service design should confirm domestic demand, available pressure, service size, and fire protection requirements.
For a multiplex or infill project, the servicing review should address:
- Proposed occupancy and water demand
- Water service diameter and connection location
- Available municipal watermain pressure
- Required fire flow and fire protection water supply
- Service valves, meter arrangements, and backflow protection where applicable
- Watermain depth, cover, and insulation
- Separation from sanitary, storm, and other utilities
- Tapping location and connection method
Watermain tapping is not simply a line drawn to the property line. The plan must coordinate the proposed tap with the City’s current water design requirements, approved materials, valves, fittings, shutdown procedures, and construction permitting process. The connection location should be selected to avoid existing services and preserve access for operation.
Where the proposed service does not provide sufficient fire protection water supply, the design team may need to review hydrant access, building fire protection systems, sprinkler requirements, or other measures with the appropriate professionals and authorities. Required fire flow should be supported by clear calculations and the applicable City criteria, including Fire Underwriters Survey methodology where required.
The City of Ottawa servicing report template identifies water design criteria such as consumption rates, required fire flow, system pressures, watermain sizing, roughness coefficients, and hydraulic modelling. These items should be summarized clearly rather than left for the reviewer to reconstruct from scattered calculations.
Design sanitary laterals with usable grades and capacity
Sanitary routing is often limited by the existing municipal connection elevation and the building’s plumbing layout.
A sanitary design should confirm:
- Proposed sanitary flow and population assumptions
- Downstream sewer capacity
- Lateral size and material
- Pipe slope and invert elevations
- Connection location and connection detail
- Manhole or cleanout requirements
- Backwater valve requirements
- Minimum cover and insulation where necessary
- Access for inspection and maintenance
A lateral that is too flat may create operational concerns. A lateral that is too steep may create drop issues, conflicts, or unsuitable connection elevations. The final slope must be checked against the City’s current sewer design criteria and the site’s actual grades.

Sanitary capacity should not be assumed because the lot is small. A multiplex conversion can increase peak sanitary demand and may expose limitations in an older downstream system. Coordinate storm connections with the SWM report
Storm servicing on an infill lot must be coordinated with the overall drainage strategy. The proposed storm connection cannot be designed separately from grading and stormwater management.
The storm design should establish:
- Existing and proposed drainage areas
- Roof, driveway, parking, and landscape runoff
- Proposed catchbasins, area drains, and roof connections
- Storm pipe sizes, slopes, and inverts
- Municipal connection location and elevation
- Storage, inlet control, or flow restriction requirements
- Allowable release rate
- Emergency overflow and major overland flow path
- Maintenance access to controls and structures
The allowable release rate must be coordinated with the City of Ottawa, the receiving system, and the applicable Conservation Authority where relevant. It should be consistent with the stormwater management report, servicing study, downstream capacity review, and any approved pre-consultation direction.
For projects affected by regulated features, watercourses, floodplain limits, erosion hazards, or site alteration controls, Conservation Authority review may be required. The City’s servicing guidelines identify the need to consider watershed context, receiving watercourses, floodplain information, erosion and sediment control, and Conservation Authority permits or clearances.

Coordinate servicing with the complete civil design
The servicing plan should be reviewed alongside the following drawings and studies:
- Site grading plan
- Stormwater management report
- Functional servicing report
- Landscape plan
- Architectural and building plans
- Fire access and emergency route plan
- Utility coordination drawings
- Erosion and sediment control plan
- Geotechnical recommendations
This coordination is especially important on tight lots. A storm pipe may conflict with a tree planting zone. A water service may cross a fire access route. A sanitary cleanout may be hidden beneath a proposed deck. A grading change may reduce cover over a service or direct runoff toward a neighbouring property.
Prepare a complete Site Plan Control submission
For Ottawa Site Plan Control applications, the servicing drawings and report should present a complete and consistent design. The City’s Servicing Report Template identifies the expected structure for water, sanitary, storm servicing, calculations, approvals, and conclusions.
A strong submission should include:
- Existing service information and source documents
- Proposed water, sanitary, and storm connections
- Pipe sizes, slopes, inverts, and materials

- Sanitary flow and capacity review
- Stormwater release rate and storage coordination
- Utility, easement, and access coordination
- Decommissioning notes for unused services

- Clear conclusions and responses to municipal comments
