The practical answer: Municipal engineering review is faster when your Functional Servicing Report, Stormwater Management Report, and Site Servicing Plans are prepared as one coordinated package: not as separate documents assembled at the end.

For developers, builders, property owners, architects, and land development planners, this coordination can determine whether an application moves forward with focused comments or enters several cycles of revisions.

A complete package should answer three questions clearly:

  1. Can the site be serviced?
  2. Can stormwater be controlled safely and sustainably?
  3. Can the proposed infrastructure actually be built and connected?

The Functional Servicing Report (FSR), Stormwater Management (SWM) Report, and Site Servicing Plans each answer one of these questions. Municipalities review them together. Your design team should prepare them together as well.

The Three Documents Have Different Jobs

1. The Functional Servicing Report proves capacity

A Functional Servicing Report establishes the servicing strategy at the planning stage. It reviews existing municipal infrastructure and explains how the proposed development will be supported by:

  • Municipal water supply
  • Sanitary sewer infrastructure
  • Storm sewer systems
  • Fire flow and water demand requirements
  • Proposed connection points
  • Required upgrades or capacity improvements

The FSR is not simply a written description of proposed services. It provides clear calculations and conclusions about whether the development can be supported by available infrastructure.

For example, an FSR may identify:

  • Existing watermain size and location
  • Estimated domestic water demand
  • Fire flow requirements, where applicable
  • Proposed sanitary flows
  • Available sanitary sewer connection points
  • Storm drainage strategy
  • Infrastructure constraints or required upgrades

Municipal reviewers use this information to determine whether the site is feasible before detailed engineering is finalized.

A weak or generic FSR can create immediate concerns. If the water demand is not coordinated with the building program, or if sanitary flows do not match the proposed servicing concept, municipal staff may request further analysis before the application can proceed.

The objective is straightforward: prove that the site can be serviced and identify constraints early.

2. The Stormwater Management Report proves stormwater control

A Stormwater Management Report explains how runoff will be managed before, during, and after development.

Development usually increases impervious area through roofs, driveways, parking areas, roads, and walkways. Without proper controls, this can increase runoff, surcharge downstream infrastructure, contribute to erosion, and affect water quality.

A professional SWM Report typically addresses:

  • Existing and proposed drainage conditions
  • Pre-development and post-development runoff
  • Design storm events
  • Peak flow control
  • Storage requirements
  • Storm sewer discharge rates
  • Water quality treatment
  • Water balance, where required
  • Safe overland flow routes
  • Low Impact Development measures
  • Erosion and sediment control
  • Operations and maintenance requirements

Ontario’s stormwater management report guidance identifies the importance of site assessment, design calculations, engineering drawings, runoff analysis, monitoring considerations, operations and maintenance, and erosion and sediment control.

The report must be based on the actual site and the applicable municipal or conservation authority criteria. A template that does not reflect the site’s drainage area, receiving system, soil conditions, or proposed grading will usually create comments.

A coordinated SWM Report uses practical controls that fit the site. Depending on the project, these may include:

  • Underground storage
  • Oil-grit separators
  • Infiltration features
  • Bioretention or other LID measures
  • Control structures
  • Surface storage
  • Enhanced water quality treatment
  • Defined emergency overland flow routes

The design should not treat stormwater as an isolated calculation. Storage, outlets, catch basins, grading, access, landscaping, and maintenance requirements must all fit within the proposed site.

3. Site Servicing Plans show how the design connects

The Site Servicing Plans convert the servicing strategy and stormwater calculations into clear, buildable drawings.

They show the proposed infrastructure in plan and profile as required, including:

  • Water service connections
  • Sanitary laterals and manholes
  • Storm sewer connections
  • Catch basins and maintenance structures
  • Pipe sizes, slopes, and inverts
  • Valves, meters, and chambers
  • Utility and easement coordination
  • Existing service decommissioning
  • Connection details and construction notes

The drawings also need to coordinate with the architectural site plan, grading design, fire access, landscaping, parking, utilities, and municipal right-of-way.

This is where constructible routing matters. A pipe may work on paper but fail during construction if it conflicts with foundations, underground parking, utilities, retaining walls, or other services. A service connection may also be technically feasible but impossible to install at the required slope or depth.

Clean layouts and practical detailing help both reviewers and contractors understand the proposal.

How Municipalities Review the Package

Municipal engineering staff generally review the documents as a connected technical submission.

Planning staff review completeness

Planning staff confirm whether the application includes the reports and drawings identified in the municipality’s checklist, pre-consultation notes, or terms of reference.

Depending on the project, this may include a site plan application, rezoning or Official Plan Amendment, severance or consent application, subdivision application, or building permit submission.

Engineering staff review servicing and capacity

Municipal engineering reviewers compare the FSR and Site Servicing Plans against:

  • Municipal engineering standards
  • Regional servicing requirements
  • Available water and sanitary capacity
  • Fire protection criteria
  • Existing infrastructure records
  • Proposed connection locations
  • Grading and drainage conditions
  • Road and right-of-way constraints

The central question is whether the proposed servicing strategy is technically sound and consistent from report to drawing.

Stormwater reviewers and conservation authorities review drainage

The SWM Report and civil drawings may be reviewed by municipal stormwater staff and, where applicable, a conservation authority.

Reviewers may examine:

  • Pre-development and post-development flows
  • Storage volumes and outlet controls
  • Water quality treatment
  • LID measures
  • Major and minor drainage systems
  • Overland flow routes
  • Receiving watercourses
  • Floodplain or erosion constraints
  • Construction-phase erosion and sediment control

A report that says one thing while the Site Servicing Plans show another creates uncertainty. That uncertainty usually results in comments.

The Most Common Causes of Comment Cycles

Most avoidable resubmissions come from coordination problems rather than unusual engineering issues.

Inconsistent assumptions

Check that the FSR, SWM Report, grading plan, and servicing drawings use the same:

  • Site area
  • Building areas
  • Impervious areas
  • Drainage boundaries
  • Design flows
  • Connection points
  • Stormwater storage volumes
  • Finished floor elevations

Unclear connection strategy

Municipal reviewers need to understand where water, sanitary, and storm services connect and why those connections are appropriate.

Show the connection location, service size, invert information, design flow, and relationship to existing infrastructure wherever required.

SWM features added too late

Underground storage, LID facilities, control structures, and access requirements take space. If they are added after the site layout is complete, they may conflict with parking, landscaping, utilities, or building foundations.

Stormwater management should influence the site layout from the beginning.

Grading and servicing are not coordinated

Catch basins, storm sewers, overland flow routes, driveways, accessible routes, and finished floor elevations must work together.

A grading plan that sends runoff toward a building entrance, adjacent property, or inaccessible low point will create both municipal and construction concerns.

Missing construction controls

Municipalities and conservation authorities may require an Erosion and Sediment Control Plan. It should identify practical measures for protecting catch basins, preventing off-site sediment discharge, stabilizing entrances, and managing construction phasing.

These controls should be integrated with the stormwater strategy: not treated as a separate afterthought.

A Better Submission Process

A reliable approval process starts before the drawings are finalized.

Step 1: Confirm requirements early

Review the municipality’s checklist, engineering standards, pre-consultation comments, and applicable conservation authority requirements.

Confirm which documents are required for the approval stage and whether a separate FSR, SWM Report, or detailed servicing plan is expected.

Step 2: Review the site information

Use current surveys, record drawings, utility information, geotechnical data, existing service records, and available municipal mapping.

Unverified assumptions create risk later.

Step 3: Establish one servicing strategy

Develop the FSR first or in parallel with the preliminary civil design. Confirm capacity, connection points, demand calculations, and upgrade requirements.

Step 4: Design stormwater into the layout

Prepare the SWM strategy alongside grading and servicing. Confirm storage, outlet controls, water quality measures, LID opportunities, and overland flow routes before finalizing the site plan.

Step 5: Produce coordinated drawings

Prepare permit-ready drawings that match the approved calculations and report assumptions. The Site Servicing Plans should show the infrastructure described in the FSR and SWM Report.

Step 6: Complete a final coordination check

Before submission, compare the reports and drawings line by line. Confirm that all elevations, flows, areas, pipe sizes, storage volumes, and connection points agree.

This final check is often what separates a clear submission from a package that generates another round of comments.

What “Approved the First Time” Should Mean

No consultant can guarantee that a municipality will issue no comments. Municipal requirements vary by jurisdiction, project type, site conditions, and reviewing agency.

However, a first-submission approval strategy is realistic when the package is:

  • Complete
  • Consistent
  • Based on current site information
  • Aligned with local standards
  • Easy to review
  • Constructible
  • Properly signed and sealed
  • Supported by clear calculations and conclusions
