Municipal approvals depend on more than submitting drawings. Reviewers need confidence that a proposed development can be serviced, drained, constructed, and connected without creating capacity, flooding, erosion, or downstream problems.

A coordinated civil package should answer those questions clearly through three connected documents:

  • Pipe sizes, slopes, and inverts

2. How stormwater management reports answer runoff questions

A stormwater management report explains how development changes runoff and how those changes will be controlled.

Development typically increases hard surfaces such as roofs, driveways, parking areas, and walkways. Without appropriate controls, this can increase peak flows, runoff volume, pollutant loading, and pressure on downstream infrastructure.

A stormwater management report should address, where required:

  • Pre- and post-development drainage conditions
  • Runoff coefficients and catchment areas
  • Design storms and rainfall data
  • Peak flow calculations
  • Quantity control and storage requirements
  • Allowable release rates
  • Outlet and orifice controls
  • Water quality treatment

Reviewers may ask:

  • Does post-development flow remain within the allowable release rate?
  • Is storage sized for the applicable design events?
  • How will water quality targets be achieved?
  • Can major storm flows be safely conveyed?
  • Will the outlet affect a downstream storm sewer, watercourse, or adjacent property?
  • Are the proposed controls practical to construct and maintain?

The report must connect its clear calculations to the actual site design. A storage facility, inlet, outlet, or treatment device that is not coordinated with the grading and servicing plans can create new review comments.

3. How a functional servicing report answers capacity questions

A functional servicing report provides the broader infrastructure assessment. It explains whether the proposed development can be supported by available water, sanitary, and storm systems.

The report typically summarizes:

  • Existing municipal infrastructure
  • Proposed development demands
  • Water demand calculations
  • Fire flow review, where applicable
  • Sanitary flow calculations
  • Proposed connection points
  • Storm drainage strategy
  • Infrastructure capacity
  • Potential upgrades or constraints
  • Assumptions requiring municipal confirmation

The FSR is especially important for larger developments, rezoning applications, subdivisions, infill projects, and sites where available capacity is not immediately clear.

Reviewers may ask:

  • Can the existing water system provide the required demand and fire flow?
  • Can the downstream sanitary system accept the proposed peak flow?
  • Is the storm outlet available and adequate?
  • Are municipal upgrades required?
  • Does the servicing strategy work with the proposed density and building program?
  • Are there constraints that must be resolved before detailed design?

A functional servicing report should not be a general narrative. It should provide concise calculations, clear conclusions, and a practical servicing strategy that can be carried forward into detailed design.

4. Why the three documents must be coordinated

The site servicing plans, stormwater management report, and functional servicing report should tell the same technical story.

For example:

  1. The functional servicing report confirms the proposed water, sanitary, and storm servicing approach and discusses available capacity.
  2. The site servicing plans show the precise connection points, pipe routes, grades, inverts, and construction details.
  3. The stormwater management report confirms how runoff will be collected, controlled, treated, and released.
  4. The grading and drainage design confirms that surface water reaches the proposed system safely.
  5. Erosion and sediment control measures protect the site and surrounding systems during construction.

If the reports and drawings use different assumptions, connection points, catchment areas, or release rates, reviewers may request clarification or a revised submission.

Coordinated design prevents these inconsistencies. It also helps architects, structural engineers, builders, planners, and contractors understand how the civil works affect the full project.

5. Additional civil documents that support approval

Depending on the application, the servicing package may also include:

  • Site grading plans with buildable grading
  • Erosion and sediment control plans
  • Site Plan Approval drawings
  • OPA/ZBA drawings
  • Severance or Consent application drawings
  • Building Permit drawings
  • Plan of Subdivision drawings

These documents should be prepared as one coordinated package rather than isolated submissions. A grading change can affect storm drainage. A building location can affect service routing. A revised parking layout can change catchment areas and storage requirements.
