A building permit application is not complete when the architectural drawings are finished. Many projects also require a coordinated civil package showing how the site will be graded, drained, serviced, and connected to municipal infrastructure.

What a Building Permit Civil Package Must Show

Municipal requirements vary across Ontario. The required documents depend on the municipality, project type, site conditions, and previous approvals. However, a typical building permit civil package may include:

  • Grading and drainage plans
  • Site servicing plans
  • Driveway grading details
  • Roof drainage and sump discharge coordination
  • Stormwater management notes
  • Erosion and sediment control notes
  • Municipal connection details
  • Civil construction notes
  • Engineer-stamped drawings

For larger buildings, infill developments, commercial sites, and complex residential projects, the municipality may also require supporting stormwater or servicing information.

The civil package must be coordinated with the architectural, structural, landscape, mechanical, and electrical drawings. A change to the building footprint, finished floor elevation, driveway, retaining wall, or entrance location can affect the entire site design.

Grading and Drainage Plans Establish a Buildable Site

The grading plan shows how water will move across the property and away from the building. It should make the proposed site understandable to both the municipal reviewer and the contractor.

A clear grading and drainage plan may show:

  • Existing and proposed elevations
  • Finished floor and entrance elevations
  • Building corners and foundation-related grades
  • Driveway grades and road tie-ins
  • Drainage arrows
  • Swales and rear-yard drainage routes
  • Catchbasins and area drains
  • Retaining walls and hardscape
  • Overland flow routes
  • Grading connections to neighbouring properties

The Ontario Building Code requires the building and building site to be graded so that water does not accumulate at or near the building and does not adversely affect adjacent properties. This requirement is addressed under O. Reg. 332/12, Division B, Article 9.14.6.1.

Municipal lot grading standards provide additional requirements. These may include minimum slopes, drainage swale details, driveway grades, foundation elevations, and lot grading certification procedures. The applicable criteria must be confirmed with the local municipality.

A practical design is more than a collection of spot elevations. It should provide positive drainage, avoid unnecessary construction complications, and create grading that can be built accurately in the field.

Site Servicing Plans Show How the Building Connects

A site servicing plan explains how the proposed building will connect to water, sanitary, storm, and other relevant infrastructure.

Depending on the project, the drawing may identify:

  • Water service alignment and size
  • Sanitary service alignment, slope, and inverts
  • Storm service and drainage connections
  • Municipal water and sewer mains
  • Manholes, catchbasins, and cleanouts
  • Service connection points
  • Utility corridors and easements
  • Pipe clearances and crossings
  • Connection details at the property line
  • Construction notes and applicable standards

The servicing design must match the proposed grades. For example, a sanitary service needs sufficient slope between the building and the municipal connection. Storm piping must coordinate with catchbasin elevations, roof drainage, sump discharge, and the approved outlet.

A site servicing plan that is not coordinated with the grading plan can create conflicts during review or construction. The building location, finished floor elevation, basement design, driveway, and municipal connection points should be reviewed together.

Driveway Grading, Roof Drainage, and Sump Discharge Require Coordination

Driveway grading details are often a significant part of building permit review, especially for infill homes, garages, below-grade entrances, laneway homes, and sites with limited frontage.

The civil design should address:

  • Entrance elevations
  • Driveway slope
  • Curb or sidewalk tie-in
  • Garage elevation
  • Drainage at the bottom of a driveway
  • Surface water flow near the building
  • Retaining walls and transitions
  • Safe connection to the existing road

Roof drainage also requires early coordination. Roof leaders, downspouts, foundation drainage, and sump discharge should have a practical discharge route that does not create ponding, erosion, or impacts on adjacent properties.

Depending on municipal requirements and site conditions, roof drainage may discharge to approved surface outlets, a storm system, or another accepted drainage system. The civil drawings should coordinate these details with the architectural and mechanical designs.

Stormwater Management Notes Address Site Runoff

Development changes the way water moves across a property. New roofs, driveways, parking areas, and other hard surfaces can increase runoff and reduce infiltration.

For smaller projects, the civil package may include stormwater management notes, roof drainage information, catchbasin details, or a minor drainage strategy. Larger or more sensitive projects may require a dedicated Stormwater Management Report.

Stormwater management documentation may address:

  • Existing and proposed drainage areas
  • Runoff increases
  • Quantity control
  • Water quality requirements
  • Storage measures
  • Infiltration considerations
  • Outlet controls
  • Downstream drainage
  • Overland flow routes
  • Protection of adjacent properties

The stormwater strategy must be consistent with the grading and servicing drawings. A stormwater facility or outlet should not be shown as an isolated concept. It must connect logically to site elevations and municipal infrastructure.

Erosion and Sediment Control Notes Protect the Construction Phase

Municipalities may require erosion and sediment control plans or notes with a building permit or related approval.

Typical measures may include:

  • Silt fencing
  • Construction access and mud mats
  • Catchbasin protection
  • Stockpile controls
  • Stabilization of exposed soil
  • Protection of nearby ditches and watercourses
  • Construction limits
  • Dewatering procedures
  • Inspection and maintenance requirements

The appropriate measures depend on the site, slope, soil conditions, drainage pattern, and proximity to sensitive areas. Strong erosion and sediment control coordination reduces the risk of sediment entering municipal infrastructure or neighbouring properties.

Earlier Approvals Must Be Reflected in the Permit Drawings

Building permit drawings do not exist independently from earlier land development approvals. Civil drawings must coordinate with conditions and commitments from:

For example, a site plan approval may establish grading, servicing, access, stormwater, or erosion control conditions. A severance may require specific driveway locations, service connections, easements, or drainage provisions. A plan of subdivision may include lot grading, road, stormwater, and servicing conditions that affect later building permit applications.

OPA/ZBA drawings may begin as practical civil concepts, but those concepts must transition into coordinated technical drawings as the project advances.

Reviewing these earlier approvals before preparing the building permit package helps prevent inconsistencies and repeat comments.

Early Engineering Input Reduces Review Comments

The most efficient time to involve a civil engineer is before the architectural and structural drawings are finalized.

Early engineering input can identify:

  • Unsuitable finished floor elevations
  • Conflicts between foundations and services
  • Driveway slopes that do not work
  • Roof drainage or sump discharge issues
  • Inadequate municipal connection locations
  • Retaining wall requirements
  • Stormwater constraints
