A site servicing plan shows how a development connects to municipal or private water, sanitary, and storm infrastructure. It is a core drawing for site plan, building permit, severance, consent, zoning, and other development applications.

For developers, the objective is straightforward: submit a clear and coordinated plan that municipalities can review efficiently and contractors can build accurately.

Poor servicing layouts create avoidable problems. Capacity concerns, pipe conflicts, poor slopes, utility clashes, failed inspections, and costly redesign often begin with incomplete or poorly coordinated drawings. A professional plan addresses these issues before they affect approvals or construction.

What a Site Servicing Plan Shows

A complete plan explains how each proposed service reaches the building or site and how it connects to existing infrastructure.

Typical servicing information includes:

The plan must communicate both the horizontal and vertical layout. It is not enough to show where a pipe is located. The drawing must also demonstrate that the pipe can achieve the required slope, maintain sufficient cover, avoid other services, and connect properly to the municipal system.

Municipal reviewers need to understand a proposal quickly. Contractors need to interpret the drawings without guessing. A clean layout supports both objectives.

A professional servicing drawing uses clear linework, consistent symbols, logical notes, and readable annotations. Water, sanitary, and storm systems should be easy to distinguish. Manholes, cleanouts, valves, catchbasins, chambers, and connection points should be identified consistently.

Pipe sizes, slopes, lengths, and invert elevations must be placed where they can be reviewed without confusion. Overlapping text, inconsistent labels, or missing elevations can result in technical comments and additional submissions.

Clean layouts also help identify conflicts early. A servicing review should confirm that:

  • Sanitary pipes can maintain gravity flow
  • Storm connections align with the drainage and grading strategy
  • Water services do not conflict with foundations or other utilities
  • Maintenance access is available
  • Service connections are practical to construct
  • Easements and utility corridors are properly coordinated
  • Existing services are addressed, retained, relocated, or decommissioned

A clear plan reduces the amount of interpretation required by the municipality. That supports more efficient review and provides better direction during construction.

Coordinated Design Prevents Expensive Rework

A site servicing plan should never be prepared in isolation. It must align with the site plan, grading plan, stormwater strategy, building layout, fire route, landscaping, and utility information.

For example, a sanitary lateral may appear acceptable in plan view but fail to achieve the required slope once building elevations and existing grades are confirmed. A storm connection may be shown correctly but conflict with a retaining wall or another underground service. A water service may be sized properly but be located where it interferes with a proposed entrance, foundation, or fire access route.

Requirements vary across Ontario. Developers should confirm the applicable terms of reference and engineering standards for the municipality and region where the project is located. For example, the City of Mississauga Servicing Plan Terms of Reference outlines the type of information typically expected in a servicing submission.

A servicing plan may also need to be coordinated with a Functional Servicing Report. An FSR evaluates existing infrastructure, proposed demands, water supply, fire flow, sanitary flow, storm drainage, and potential upgrades. The report explains whether the site can be serviced; the servicing plan shows how the connections will be designed and constructed.
