A Functional Servicing Report (FSR) explains how a proposed development will be served by water, sanitary, and storm infrastructure. More importantly, it answers the capacity and connection questions that can determine whether municipal approvals proceed or stall.
Municipal reviewers are not only looking for a description of proposed pipes. They want clear evidence that the site can be serviced safely, practically, and without creating problems for existing infrastructure or neighbouring properties.
A well-prepared functional servicing report brings together existing conditions, calculated demands, proposed connections, infrastructure capacity, and required upgrades. It should also coordinate directly with the project’s Site Servicing Plans and Stormwater Management Reports.
What is a Functional Servicing Report?
An FSR is a technical report prepared for planning and development applications. It typically supports:
- Site Plan Approval applications
- OPA and ZBA applications
- Severance and Consent applications
- Townhouse and apartment developments
- Commercial and industrial projects
- Institutional developments
- Infill and redevelopment sites
The report reviews existing municipal infrastructure and confirms whether it can support the proposed development.

Question 1: How much water will the development require?
Municipal reviewers need to understand the proposed water demand before confirming that the existing water system can support the site.
A professional FSR should identify the proposed land use, number of units, population assumptions, building type, and other factors that affect water consumption. It should then calculate the expected demand using the applicable municipal criteria.
Depending on the project, the review may consider:
- Average day demand
- Maximum day demand
- Peak hour demand
- Fire flow requirements
- Existing pressure conditions
- Available watermain capacity
- Pressure zone constraints
- Proposed service size and connection point
The report should clearly state the assumptions behind each calculation. A reviewer should not have to search through disconnected tables or unclear spreadsheets to understand how the final demand was determined.
A strong report also identifies whether the water connection requires:
- A new service
- A larger service
- A looped connection
- Additional valves or chambers
- Coordination with fire protection systems
- Confirmation from the municipality or water authority
Clear calculations allow the municipality to compare the proposed demand with known system capacity. If an upgrade is required, identifying it early is more efficient than discovering it after detailed design or construction has started.
Question 2: Can the sanitary system accept the proposed flow?
Sanitary capacity is one of the most common areas of municipal review. The municipality needs to know how much wastewater the development will generate and where that flow will go.
A functional servicing report should explain:
- The proposed population or equivalent residential units
- Average sanitary flow
- Peak sanitary flow
- Applicable peaking factors
- Infiltration and inflow allowances, where required
- The receiving sanitary sewer
- Downstream sewer capacity
- Pump station or forcemain considerations
- Proposed connection method and elevation
The FSR must also confirm that the proposed routing is practical. A connection that appears acceptable in plan view may not work if the receiving sewer is too shallow, the site lacks sufficient slope, or the proposed building elevations create a conflict.
This is where a coordinated design approach matters. The functional report, Site Servicing Plans, site grading, building layout, and utility plan should use consistent information.
A strong sanitary strategy addresses questions such as:
- Is gravity servicing feasible?
- Are sanitary manholes located where maintenance access is practical?
- Are pipe slopes and inverts constructible?
- Is a pumping system required?
- Does the connection conflict with water, storm, gas, hydro, or telecommunications infrastructure?
- Will the proposed flow exceed downstream capacity?

Question 3: How will storm drainage leave the site?
Storm drainage must be reviewed as part of the complete servicing strategy. Municipalities want to know how runoff will be collected, controlled, treated, and released.

- Storm sewer connection points
- Receiving storm infrastructure
- Overland flow routes
- Stormwater management facilities
- Allowable release rates
- Downstream drainage constraints
- Potential impacts on adjacent properties
The storm strategy must be consistent with the project’s Stormwater Management Reports. The report may need to address quantity control, quality treatment, water balance, infiltration, low-impact development measures, and major overland flow conditions depending on the site and municipality.
Municipal reviewers may ask:
- Does post-development runoff exceed existing conditions?
- Where is stormwater stored?
- How is the outlet controlled?
- What happens during a major storm event?
- Is the receiving storm sewer adequately sized?
- Is there a safe emergency overland flow route?
- Could runoff affect adjacent lots, roads, or watercourses?
- Are the proposed controls compatible with the site grading and landscape design?
A practical report does not treat stormwater as a separate calculation exercise. It connects the drainage strategy to the site’s grading, building entrances, parking areas, road access, catchbasins, storm sewers, and outlet.
Question 4: Does the existing municipal infrastructure have capacity?
A municipality may accept the proposed connection locations in principle but still require confirmation that the broader system has capacity.
Capacity review can involve:
- Nearby watermain size and available pressure
- Fire flow requirements
- Sanitary sewer capacity
- Downstream sewer and pump station constraints
- Existing storm sewer capacity
- Receiving watercourse limitations
- Municipal master planning information
- Known servicing restrictions or upgrades
The FSR should separate confirmed information from engineering assumptions. Where municipal data is unavailable, the report should identify what must be confirmed and explain how the proposed design responds to the uncertainty.
A clear capacity section helps reviewers understand the difference between:
- The demand generated by the proposed development;
- The capacity available in the receiving infrastructure; and
- Any improvements needed before connection or occupancy.
This information is particularly important for larger developments, phased projects, constrained infill sites, and projects located in areas with aging infrastructure.
A concise report with clear calculations is more useful than a long report that does not reach a definite conclusion.
Question 5: Where and how will the site connect?
The connection strategy is the practical centre of the FSR. It explains how the proposed development will physically connect to existing infrastructure.
The strategy should show or describe:
- Water connection points
- Sanitary connection points
- Storm connection points
- Service sizes
- Pipe alignments
- Inverts and elevations
- Manholes, valves, and maintenance access
- Easement requirements
- Decommissioning of unused services
- Temporary or phased servicing arrangements
The design must account for existing utilities, property limits, road rights-of-way, grading, building setbacks, fire access, and construction sequencing.
A connection may be technically possible but impractical to build. For example, a route could require excessive depth, conflict with another utility, cross a protected feature, or depend on an easement that has not been secured.

Question 6: Are the report and drawings coordinated?
