An Official Plan Amendment (OPA) or Zoning By-law Amendment (ZBA) application is a planning submission. It is also a test of whether the proposed development can function on the site.

A concept may appear reasonable from a land-use or architectural perspective but still face serious issues related to grading, municipal servicing, drainage, stormwater, access, or downstream infrastructure. These issues become more expensive to resolve once the planning concept has been fixed and submitted.
