A functional servicing report addresses this issue before submission. It reviews existing services, calculates proposed demands, tests infrastructure capacity, and explains how the site can be serviced. What a Functional Servicing Report Confirms

An FSR is more than a description of proposed utility connections. It is a capacity-based review of whether the development can be supported by existing or planned infrastructure.

Depending on the project and municipality, the report may review:

  • Existing municipal water, sanitary, and storm infrastructure
  • Proposed water, sanitary, and storm connections
  • Domestic water demand
  • Maximum day and peak hour demand
  • Fire flow, where required
  • Peak sanitary flow

Existing Infrastructure Must Be Reviewed First

A proposed connection cannot be assessed without understanding the existing system.

The review may include available municipal record drawings, servicing plans, surveys, utility information, municipal standards, engineering comments, and previous studies. The engineer then considers the location, size, elevation, condition, and function of nearby infrastructure.

  • Is there a suitable watermain near the property?
  • Can the proposed sanitary connection maintain acceptable slopes?
  • Is the downstream storm sewer large enough for the proposed discharge?
  • Are there existing easements, crossings, or utility conflicts?
  • Will the proposed routing be constructible?
  • Does the municipality identify a known capacity limitation?

Early review is important because infrastructure constraints can affect the site layout itself. A building entrance, parking arrangement, grading strategy, or servicing corridor may need to change if the preferred connection is not feasible.

Water Demand and Fire Flow Analysis

A reliable FSR calculates the water demand created by the proposed development using the applicable municipal criteria.

The analysis may consider:

  • Average daily demand
  • Maximum day demand
  • Peak hour demand
  • Proposed population or building use
  • Commercial, industrial, institutional, or residential demand
  • Required fire flow, where applicable
  • Available watermain capacity and pressure

For projects requiring fire protection, the FSR should explain whether the existing water system can provide the required fire flow together with the applicable domestic demand. The exact criteria depend on the municipality, building type, development intensity, and fire protection requirements.

If the analysis identifies a limitation, the report should not simply state that capacity is insufficient. It should identify a practical response, such as:

  • Watermain upsizing
  • A new connection point
  • System looping
  • Additional storage
  • Phased construction
  • Revised building or site layout
  • Coordination with a planned municipal improvement

The decision must be made before submission whenever possible. A late fire flow concern can affect building design, site plan approval, and building permit coordination.

Sanitary Flow and Downstream Capacity

The sanitary section evaluates how much wastewater the proposed development will generate and whether the receiving system can accept the flow.

The engineer may review:

  • Proposed population and unit count
  • Building use and occupancy
  • Per-capita or fixture-based flow criteria
  • Peak sanitary flow
  • Infiltration and inflow allowances, where applicable
  • Existing sewer size, slope, and invert
  • Downstream sewer or trunk capacity
  • Manhole and maintenance access requirements

A sanitary service can appear straightforward on a concept plan but become difficult when grades, existing inverts, or downstream capacity are checked. A connection that is too shallow, too deep, or hydraulically constrained may require redesign.

This is where a coordinated design approach matters. The FSR must align with the building layout, road or driveway grading, utility corridors, and proposed site servicing plans. The result should show constructible routing rather than a theoretical connection that cannot be built efficiently.

Storm Drainage Strategy and Capacity

Storm servicing is closely connected to grading, site layout, outlet controls, and downstream capacity.

The FSR should explain how runoff will be conveyed from the proposed development and how the site will connect to the receiving system. Depending on the project, this may include:

  • Minor and major drainage routes
  • Storm sewer sizing
  • Catchbasin and maintenance access
  • Overland flow routes
  • Proposed outlet location
  • Pre-development and post-development flows
  • Quantity control requirements
  • Water quality measures
  • Erosion protection
  • Stormwater storage or flow control
  • Coordination with grading and stormwater management

FSR and Site Servicing Drawings Must Agree

An FSR explains whether infrastructure can support the development. The servicing drawings show how the proposed connections will be laid out and constructed.

These documents must agree on:

  • Connection locations
  • Pipe sizes
  • Pipe slopes
  • Inverts and elevations
  • Service routes
  • Manholes and maintenance structures
  • Stormwater controls
  • Utility clearances
  • Easements
  • Grading relationships
  • Fire access and building coordination

A report may identify a 300 mm storm connection while the drawing shows a different size. A sanitary route may be feasible in the report but conflict with a building foundation or driveway grade. These inconsistencies create avoidable review comments.
